I don't have insight into the license usage, but WCG is about to start (in the next two weeks) working on submitting a series of changes to the server code as part of our efforts to update our server to the latest. We would like to be able to leverage this framework during this work so that we can implement test cases while we add our changes. As a result I would say that we look forward to using the framework.
