This is really a php problem, not a BoltWire one. But, you can define
custom variables in your config variable and then insert them into the
function as needed. Maybe more trouble than it's worth but for example
you could put in config.php:

$BOLTvar['$fmt1'] = '%Y/%m/%d';
$BOLTvar['$fmt2'] = '%c';
etc.

Then in your time function you would put

[(time {now} {fmt1})]

Actually, it would probably be a good idea to set a default time
format somewhere in site.config, and retrieve it into the various time
functions as needed when no format is specified.
