I don't remember what "set" is for. I left many single word translations blank because they were used in spurious places, like function names in tocs. I have just confirmed it in boltwire.com: when "PREVIEW" is translated in site.language.es, the preview button doesn't work: it saves the changes. If I leave the translation blank, the preview button works fine. I translated "set" and it made no difference. I removed "set" and nothing changed.
