The super admins are identified in index.php usually. Other admins can be seen be going to group.admin. Editors are listed on group.editor. etc. You can create any other group you want by simply creating a group.??? page and adding some names.
To add someone simply edit those pages and add a list of member id. They go into effect next time that person logs in. Very simple. There are some tutorials on this I believe on the site. And plugins for making it easy to add/modify groups and permissions. Very flexible capabilities in BoltWire.
