Actually, the "create" action asks for the page name, not the page title. So when assigning a name to a new page, you would enter dances.ballroom.tango or whatever you wish. The name that you give it determines its place in the hierarchy (dances > ballroom > tango). By default, the title for that page would be "Tango" (the last part of the page name, captitalized). If you want to change it to something else, like "The Tango" or whatever, you can use the title action to change it.
So in other words, you assign a page its place in the page hierarchies by the page name you give it. The title of a page is an optional label you put on a page, and is done by the "title" action.
