Where do you have this markup? If it is in the header than most likely it
will not work because the header and footer is turned off by default when
an action is called. When you put it on the page, you will only see the
variable when the page content is shown--for example action=view or
action=print. Otherwise it would be overwritten by the action page.

If you are trying to change how the tags action displays, you should edit
page action.tags directly.

Let me know if something is not clear about this explanation. It was a bit
quick. :)
