It is implemented, it's just hard to access and mostly undocumented.

You were close with altering bongo-setup.xml, but as the name might
suggest, that's only used to setup the system - it has no effect on
runtime.
To alter the existing parameters, make sure Bongo is running, and then
run:
bongo-admin am "SMTP Agent" --port=25
'am' means "modify agent", you can do bongo-admin ai "SMTP
Agent" ("agent info") to verify the config item has changed.
When you've changed that, you'll need to restart Bongo.
