The Convention is October 20-22nd. See mail often takes up to 3 months so we are close to that cut off date. However I have several USA BCers who are willing to send books if there is an open m-bag. We had one offer of an M-bag but the lady had enough of her own books and couldn't accept donations. If we move fast and if your bag was 'open' to donations I think there us just enough time as we are just under 4 months to go. perhps your PO will know how long it will take to get here but normal surface mail parcels often take 3 months.
