You need to have a BookCrossing account and to sign up on the relay site separately; you need to have BC-registered books to offer in place of any books you want to accept, and they have to match any requirements on the particular relay (this can vary from "no requirements" to something very specific). You should be willing to keep an eye on the offers you make so that if they are about to expire unclaimed you can either re-offer them or offer something else. [You don't have to do this forever but it's good form to do what you can to keep a relay from dying.] And you need to be able to mail books as needed - if you can't afford international postage you'll need to stick to relays that allow mailing restrictions.
