This is the kind of question that you should submit to the BookCrossing Support team via the "contact" link at the bottom of the BookCrossing pages; when you're contacting support directly you can give them the full BCIDs of any books you're having trouble with, since that isn't public, and it'll make it easier for them to figure out whether there's an actual bug somewhere or if you've made a typo or whatever else may be going on.
In this case, when I put on my support-team hat and look at the book that you linked to, I see that its prefix is definitely of the form "XXY"; you should be able to see that yourself when viewing the individual book or looking at your bookshelf. [Since you have registered several copies of the same title it can be confusing to look at the bookshelf listing, and might be hard to tell which BCID goes with which book, but if you click on the link you provided and look at that book's BCID you should see the "XXY" pattern in the prefix.] If you really did try making release notes by entering the "XXY" prefix and the correct remainder of the BCID, I don't know why you got an error; I tried it and it worked fine. [I canceled before actually creating a new release note, of course!] If you try it again and get the error-message page again, look to see if there's a "contact us" or "click here to report this problem" link anywhere on the error-message page, and if there is, click on that to submit an error report; it may include additional information, such as the exact contents of the BCID fields, that may help pinpoint the problem. But I suspect it was some kind of typo, as I've never seen a situation where the book's own "make release notes" link worked but typing the *same* BCID into the "release book" page's BCID-box did not work.
