check whether the operation is completed or not when callback.
also change *notComplete* to *completed* and using condition *!completed*.
since we have BookieReadWriteTest#testLastConfirmedAdd /
BookieReadWriteTest#testReadOpenLedger for readLastConfirmed, no new test cases
will be added.
