I cursory examination there is one big thing. The distinction of "library authors" is with special powers/privileges, is a non-starter as far as I'm concerned. Of course library authors are important, but we're not the only important constituency. This kind of thing leaves users, tool developers, library distributors, with the idea that they don't count. It would start boost on the death spiral to a perfect implementation which very few people actually uses.
