I have a clue. Check the CVS log for
boost/boost/type_traits/config.hpp,1.5. Then look at v. 1.3 of this
file. Somebody checked in some half-baked changes to this at one
point, and I'd bet dollars-to-donuts that BOOST_IS_ENUM got lost in an
ongoingly half-baked transition to boost/type_traits/intrinsics.hpp.
