If it really was a hung lock, only the sourceforge people can unlock it.
But more likely you just happened to access during the more than an hour it took to apply the merged_to_RC_1_30_0 tag. There was a delay of more than ten minutes right at the end with no apparent activity.
I don't know why it took so long, unless it had to do with tagging at a past date rather than the current state.
