The Boost config system primarily addresses issues that are affecting Boost code. So it would be a bit presumptuous to try to pass it off as a general use tool.
On the other hand, the config system is really useful if you are faced with porting to many platforms. It has been in use for quite a while now. So maybe we should soften the wording you quote a bit.
