That is supposed to be documented by the "Exact-width integer types" paragraph in boost-root/libs/integer/cstdint.htm. If you think those docs are lacking, please make whatever improvements you think helpful.
If questions arise as to the exact specification, the C99 standard (ISO/IEC 9899:1999) is the authority.
