I'm the guy who made that page, if the one you're talking about is/was
http://www.mindspring.com/~wolfm/ or something like that.
Mindspring had a relatively low outgoing http traffic limit at the time
(they probably still do, but I have no idea).
I think I still have a copy of the page on my PC at home, and if so, I'll
