I agree with the idea of going to the service provider.

http://arin.net/ has an IP-based whois service; give them the address,
and they'll show you who the CIDR block is assigned to, along with
contact information.

If the block in question is owned by an ISP, you might also want to do
a little research into their AUPs before contacting them.

Depending on who own the address space, Your mileage will most
certainly vary. :)
