Contacted my dba and he asks me this:
"Do you know if these connections can be made without SQL*Net being 
installed on the computer ? I don't have Perl experience, but every other 
non-Oracle thing I've used that wants to talk to an Oracle database uses 
SQL*Net,
Oracle's network layer."

Do we need this installed?
