For some reason my terminal setting is screwed up. When I do perldoc or 
manpage I see strange characters instead of quote, hyphen etc. For eg:
          # Load external modules; this is not required unless you use
           # the chroot() option.
           #require DBD::mysql;
           #require DBD::CSV;

           {
               # âchrootâ => â/var/dbiproxyâ,
               âfacilityâ => âdaemonâ,
               âpidfileâ => â/var/dbiproxy/dbiproxy.pidâ,
               âuserâ => ânobodyâ,
               âgroupâ => ânobodyâ,

I use putty. Not sure if the terminal settings in Putty or on Linux is to 
blame.
I run SuSE 9 Enterprise Edition.
