Hello Stacey: In answer to your first question, DSL will work great with both your husband's PC and the BrailleNote in wireless or wired format.
And in answer to your second question, NO your husband's PC would not have to be on for you to check email. The Router plugs straight into the DSL modem and the PC's and Braille Note's connect independently of one another into the router.
