After it goes to zero percent, try waiting a few minutes. It
will go up to 7 percent or maybe a bit higher and then be complete. If it does this, it is actually a
complete download.

I've seen this behavior before on rare occasions, so you just
have to be patient and leave it alone while it does it's thing. I know it's hard to do, but that
seems to be the way of it.
