The WEP should not be a problem. I have used both 64 and 128 bit encryption
and had no problems, even on a classic with KS6.11. 
Some things to try/keep in mind:
1. Caps matter.
2. The router's settings or the setup on the PC running the router's control
software may not be set up for WEP.
3. It could be your connection configuration database. Try erasing it
(painful, I know) and re-entering all the information after resetting and
letting the file recreate itself.

Also, because of CE 4.x, WPA is not supported. Just one more reason for HW
to upgrade.
