Also try reformatting it using the utility in the ks system disk\windows folder as the instructions say. Even though you formatted it for build 20 it may need it again.

No you do not need to reinstall the 7.5 product key if it has
already been installed for a previous build of 7.5.

Only thing I can think of is that for some inexplicable reason
the boot loader doesn't like your SD card with build 28 on it
despite letting you install build 20 from it.

If possible, borrow another SD card from a friend or perhaps buy
a 256 MB one at the corner computer or electronics store.

Before you purchase another card, try reformatting the one that
used to work but no longer does with the free SD card formatting
program from:

http://www.sdcard.org it is guaranteed to format the card to the
published specifications for such.

If this doesn't clear the trouble, phone Humanware Tech Support
for ideas.
