  I'd guess it's a WinSock error.  The 
WinSock is part of your Windows 
operating system.
  It handles the connections to the 
internet.
  Most of the time (I would guess 
95%were this error can be resolved by 
just rebooting Windows, or doing a 456 
reset on the BN.  In some cases this 
error is caused because the system 
lacked sufficient of resources, for 
example, not enough buffer space or 
because a queue was full.
  In this instance this error indicates 
a shortage of resources on your system.
  It can occur if you're trying to run 
too many applications (of any kind) 
simultaneously on your machineddar -----
