Do any of the three list sites mentioned allow the moderator to remove 
members?

Paul, you can pretty much do whatever you want with your list.  Most folks
DO NOT permit attachments because of the possibility of a spammer or even a
list member sending spam attachments.

Most folks create lists on yahoogroups, but googlegroups is equally good for
this purpose.

Some DO HAVE problems subscribing to lists created on freelists.org; this is
because freelists.org does not do a good job, in some cases, with IP related
tracking issues.

You can call your list whatever name you care:  best thing to do is to visit
the sites for Yahoogroups, googlegroups, and freelists and get a feel for
their requirements to set up a mailing list.  Good lukc and all the best.
