First, do you have the personal hotspot feature enabled through your cell phone 
carrier.  This generally involves paying for more than just the general data 
plan, as it adds the personal hotspot feature, formerly known as internet 
tethering, to your plan.  If you do indeed have this enabled, then you should 
be able to connect via WiFi using your iPhone 4S and your Apex.  I haven't, 
though, heard of anyone connecting this way via bluetooth.

Before we begin, if you just used the default name for your iPhone, you might 
want to change it, especially if you try to pair it with the Apex and the Apex 
shows strange characters in the name where the apostrophe would normally show 
up.  You can do this by double tapping on settings, then doing a three finger 
swipe up toward the top of the screen to bring up the second screen of the 
settings, and then double tapping on general near the top of the screen.  Then, 
on the screen that comes up, double tap on the about button near the top of the 
screen.  Then, on the next screen that comes up, you will see the word name and 
the name of your iPhone, and you can double tap on the button that is right 
there to edit the name if necessary.  You can then just keep double tapping the 
back button near the upper left corner of the screen to get back out of those 
settings when finished.

First, although I didn't do this myself and was prompted to do so at a later 
point, I'm thinking you could just go ahead and turn on WiFi on your iPhone.  
From the home screen, you would double tap settings, then double tap the WiFi 
off button to bring up the WiFi screen, and then double tap that button again 
to toggle WiFi on.

Then, you can double tap the back button up near the left hand corner of the 
screen to back out of the WiFi screen.  Next, do a three finger swipe up toward 
the top of the screen to bring up the second page of settings.  Then find the 
general button near the top of the screen and double tap it.  Then go mid way 
down that screen to the network button and double tap it.

On the screen that then comes up, go down past the middle and find the personal 
hotspot button and double tap it.  On the screen that next comes up, you will 
see a button to double tap to turn on personal hotspot, and you will then see 
information below that button telling you how to connect using the various 
options.  Included in this information will be a default WiFi password, one 
that you may change if you wish by double tapping on the button where it gives 
that password.  Also, once you have turned on the personal hotspot feature in 
the network menu, it then shows up right at the beginning of the settings menu, 
right below the WiFi option.  For the moment, though, you could just use the 
default password, as you will need it for the Apex, and just double tap the 
button near the top of the screen to turn on personal hotspot.

Next, on your Apex, go to the options menu, then to connectivity, then to 
wireless ethernet and say yes to turn on the WiFi.  Then go to scan for 
wireless networks and you should see the name of your iPhone listed as one of 
the devices.  Press enter on the name of your iPhone, then go down to where it 
says WPA 2 pre shared key and enter the password given on the iPhone earlier 
and then do the escape I believe it is, meaning the space with E, and say yes 
to adding the record.  Then, go to keyweb and see if a website, such as Google 
will open for you.  Note that you only have about 90 seconds or so from when 
you turn on the personal hotspot feature on the iPhone to get it connected to 
the Apex.  Thus, if you don't have success on the first try, you can toggle the 
hotspot on the iPhone off and back on again, and then go through the process of 
setting up the WiFi connection again on the Apex.
