You can't install new voices on the bn. You are stuck with the
ones it came with. These tts services we are talking about are
sites where you can type in something short in to a text box and
have it converted in to a sound file to be downloaded. Some sites
make wav files and some make mp3 files.

If you mean tts voices you can install on the apex, there are
none.
Your only options are Eloquence and Keynote Gold. If you mean
something different, please explain further.
