Hi Riana,
I believe Web-Braille is only available to residents of the U.S., as the 
National Library Service serves the U.S.  However, I would suggest going to 
www.loc.gov/nls and clicking on the link that says "Who Is Eligible?" to find 
out the exact requirements.  There are other links on that page about joining.  
To use Web-Braille, you have to be a member of the NLS.  FYI, the NLS is a part 
of the Library of Congress located in Washington, D.C.  All the books are plain 
Braille files, with a BRF extension.  HTH.
