Hello Keith: To test your serial cable, did you try under visual display and using hyper terminal to see if the braille note can send the information to hyper terminal?
For the settings for hyper terminal set the baud rate at 38.4, n81 and make sure you have the correct com port. This is only a test to see if the serial cable works.
