I got one of these as well.  I believe there is some actual antispam law
going into effect as I am in California and do remember vaguely something
about it.  
Considering just how difficult it's going to be to ever enforce these
things, I've really never payed close attention.  I did reply though as the
address and all 
info does seem quite valid.
