Yes,  the 20 hours gives you dialup access to services and you can use 
whichever earthlink services you want.  Once you initiate the dialup it doesn't 
really 
care what you do.

As for setting up the modem, there's really nothing to it, 
Just use your regular dialup or whatever dialup you want for earthlink.  You 
can get a list of all their local dialup numbers from their support page.  They 
also 
do provide an 800 number but I am pretty certain you have to pay extra to 
access that.
