Why not remove it and replace with a strap from another bag which can be 
shortened to the length you like. A lot of sports bag, gym bags come with 
clip on shoulder straps, or you can buy them at sports or craft stores. 
Thrift stores often carry such things cheap, you might have to buy the bag 
and all but it might be worth it.
