Sure, you could by a scanner for $50, but all you would have is a scanner. You'd need a personal computer and OCR software in order to use the scanner. I think the individual in question is under the impression that a scanner is a device that can scan, recognize, and read. When in reality, a scanner is only a digital imaging device. It can be used to scan photographs and it can be used to scan text. The software that is used along with the scanner will determine what the images acquired by the scanner can be used for.
