I don't know if this would be possible or not, but how about doing what gw micro did with window-eyes 5.0? They allowed people to download the program and the cd was sent along later. I know that microsoft insists that you guys send out a flash card with the ce upgrade on it, but would they get upset if you allowed people to download the package with the flash card to follow later?
