Hi,  I'm not Lisa, but live on Guam as well.  Guam is part of the U.S.
everyone here is a U.S. citizen.  Even so, U.S. citizens anywhere in the
world are entitled to most services available in the U.S.  There are a few
things not available, but these don't pertain to the list.  We on Guam use
the "free matter" laws, get magazines and materials, and the ADA and IDEA
apply to us.
So, you're quite right.

If she is the Lisa who lives on Guam wouldn't she be considered an American
Citizen?
Do residents of guam have the same rights as U. S. residents as far as
library services are concerned? If not, they should have.
