For those in the United States and possibly Canada that are trying to register with anything involving Yahoo!, there is a toll-free number (though it's a nightmare to find, and involved me having to send a message to someone who then forwarded it to their supervisor and to their supervisor ad nauseum with regard to how the graphical CAPTCHA added orders of magnitude to the amount of time it took for a blind person to register). At any rate, those in the United States and Canada can call 1-866-458-8701 and, at last report, someone will do the registration process with them over the phone.
