That isn't true.  The accessible cell phones will work on the GSM protocol.
I believe that Singular wireless, and A. T. & T. use that protocol.  I know
several blind persons who are using Nokia cell phones with the TALX and
Mobil Accessibility software.  You can buy the software from Beyond Sight,
in Colorado.  Verizon Wireless offers the LG VX4500.  It has some talking
features, and, cannot really be considered accessible at this time, but it
is software upgradable, and there are plans to make software upgrades
available in the near future that will make many aspects of the phone
accessible.  I own this phone, and in its present state, it allows for you
to give it voice commands, with verbal feedback from a female voice in the
phone.  It sounds a lot like the voice in the Parrot Voicemate.  The present
version allows you to digit dial by voice, and has talking caller ID.  If
you already have a Verizon contract, you can upgrade to the LG phone for
$59.  This is a good start, and a lot less expensive than the other
offerings on the market.
