Don;t you need additional paren here to avoid warnings.
Or do one mask:
                if ((p->flags & (BR_PROXYARP_WIFI | BR_NEIGH_SUPPRESS)) &&
                    BR_INPUT_SKB_CB(skb)->proxyarp_replied)
                        continue;
