Resolution: Invalid
This is not a bug but an intended setup.
The portals bridges common jar is most commonly provided separately through a
shared classloader, e.g. like with Tomcat in shared/lib.
If you can't use or do this, simply add the jar to the WEB-INF/lib folder
yourself.
