Rome - during the worst decadent times. The Empire should 
have fallen during that time, but it managed to survive 
another century. Maybe those foreign Emperors added a 
new vigour, who knows? The Emperors were  
Philip the Arab, Decius the Thracian, Valerian, Galien, 
Claudius the Goth [Godus? sp?], Aurelianus, Tacitus, 
Florianus, Probus, Carus, Carinus - all of which 
reigned during a short time, and then Diocletianus.
