You do need to remember that with constitutional monarchs, like Great Britain, there is a separation of the head of state and those with political power. The Queen of England has virtually no power. The advantage of this is that you can show full respect to the country, personified by the queen, and full disrespect to the politician in charge. So, there could very well be a system in which there is very little power at all, headed by a powerless king or queen who simply is a personification of the nation as a whole.
