There was a horrific health care crisis in the early '90s culminating with the Hillary debacle. It was a major issue in the '92 presidential election. Some legislation was passed IIRC, but mostly the crisis went away on its own. IMO, the health care industry, threatened with intrusive legislation, performed a self correction, ameliorating the crisis on its own. Now, with a government that is less interested in the health of its poorer citizens (to put it kindly), health care is again headed for crisis.
Your impression that the state of health care was lousy under Clinton may not be wrong, but beyond the early days of his administration it was never the serious problem it was during the elder Bush's administration.
