I've been struggeling with that for ages and ..... finally given up on it. I do know a workaround. You make lots of icons with nothing in them and put them in the empty slots to fill up the spaces. If you use an icon that is similar to the background it'll be OK visually. That way your screen won't be in disarray if you crash your system.
