I'm not sure that that should be the measure. Every country now and again changes it's political outlook and as a result feels that it has to nullify contracts that made good sense at the time they were signed. Maybe if North Korea thinks it has lost face, it makes some kind of (albeit warped) sense that it tries to recover that by visably breaking that which has made it lose face in the first place. Considering this I'm not so sure that Bushes exessive victory poses didn't contribute to the resulting mess. It's maybe looking nice to the American people but he's trampling over an awfull lot of foreign toes. I think that it is tremendously important to understand the people you are trying to achieve something with/from. And quite frankly imho Bush isn't the man to acomplish that ever.
