The answer is services like eDonkey2000/Overnet, which DO checksum
files, and you can obtain web-links which contain the checksum,
ensuring you get the right file.

This might affect 1st and 2nd generation networks. Happens. The 3rd
gen networks will be little if any affected.

And, it is highly unlikely that this scheme will affect newsgroup users either, most of whom burn and upload mp3's from their own personal cd's and shun swapping software and / or peer to peer networks.
