O.k., let me reflect on the DPRK situation assuming that all the facts you
have presented are true.

Then, if Clinton struck the DPRK deal with the knowledge that the DPRK had
already produced enough plutonium with which to assemble two nuclear bombs,
and yet did not arrange for this plutonium to be adequately secured from
the North Koreans, such that the DPRK was later able to assemble two
nuclear bombs right underneath Clinton's nose, then quite simply Clinton is
guilty of one of the most colossal foreign policy failures of all time.

If Clinton could not strike a deal to prevent the DPRK from assembling
nuclear bombs with the next six years, then he should have attacked the
DPRK, plain and simple.   Yes, the cost might well have been frightfull,
but far less than the all-bad-options we face now: a nuclear-armed DPRK
with the capacity for almost unlimited blackmail against us, and to
district us from our other very important foreign policy goals.

The best creative solution to the DPRK crisis I have heard is this.
Basically, we make it clear to China that if the DPRK holds nuclear
weapons, then we will equip Japan with "defensive" nuclear weapons against
the North Korean threat.   Thus, if China wishes to keep Japan a
non-nuclear power, it better start working full-force with us to disarm the
DPRK sooner, rather than later.   

Then, hopefully the combined pressure of China and the US will convince Kim
Jong Il that the gig is up, and give up this gamble of his.
