Let's draw this up clearly.

After 7 years of inspectiosn (1991-1998), the UN concluded that Iraq had
significant nuclear, chemical, and biological weapons programs.    The UN
also concluded that Iraq had already succeeded in producing significant
quantities of anthrax and various chemical agents.   

4-5 years later, Iraq claims that it has destroyed all of the above
programs it spent 7 years hiding, over the course of a 4-5 year period
without inspections.    Moreover, Iraq claims that it so thoroughly
destroyed all of these things, that it even destroyed the evidence of their
destruction.

Saddam Hussein is clearly attempting to hide *something* from the current
round of UN inspectors, including, but not limited to, the "nerve agents"
mentioned in the captured Iraqi telephone call presented by Colin Powell.

In 2001, an unknown assailant launched anthrax attacks against the United
States.   These attacks killed several innocent people, shut down the US
Congress, and so significantly disrupted life in Washington, DC that TO
THIS DAY we do not have normal postal service in the District of Columbia.
  These attacks clearly demonstrate that anthrax attacks can be launched
anonymously, with little fear of retribution, and a high possibility of
success in producing deaths and disruption of daily life.

Saddam Hussein has previously shown self-destructive behaviour, including
an overt assassination attempt against a US President.   

I don't believe that any of the above facts are in dispute.

As such, how can you deny that there exists a likelihood that Saddam
Hussein still possesses biological and chemical agents, and moreover, has
the opportunity to use them against the United States with little fear of
being caught?    As such, how can you be so sure that there does not pose a
serious threat to the United States from these programs (to say nothing of
our allies in the region.)

What is your policy prescription for North Korea?

Given that previous policy prescription resulted in us supplying North
Korea with food, oil, electricity, and eventually a couple nuclear reactors
while the DPRK continued builiding nuclear bombs anyways - I am very
curious as to how you would ammend the previous policy which has clearly
failed with a new policy.
