Who gets primary custody at *this* point? The bio-dad or the step-dad?

Exactly the kind of situation which stresses the point that there shouldn't be mandatory rules in custody cases. The questions that need to be answered before a case like this could be decided would include:
How involved in the child's life were both fathers? Does the child have any stepsiblings? On which side?
Family situations can get VERY complicated. Mine was, let's say, eventful.
