I agree with Bob, that in the long run something like this is
necessary, and desireable. But I don't think it will happen without
some precursor activities.
Precursor activities may be needed to "bind" nations together and to
give us "common cause".
Here is a proposal I made on Culture earlier this week:

I agree. It will happen much sooner if we have a base in space from
which to exploit its resources.

I would suggest forming a corporation with which to implement these
goals.
Every member gets a single vote, but your returns are based on your
monetary and capital contributions. This would suggest an incentive
to fund the project and an impediment to any one party (such as the US
or Russia or a corporate sponsor) from dominating the direction of the
project. (Yes, I think it would be a good idea to allow corporations,
a limited number of them, to participate. Some corporations are as
powerful as some nations, and this would give multiple representation
in some quarters, but it would also be an incentive to acquire
technical sophistication for some parts of the world where the current
technological interest is overly focused weaponry.)
It might also be useful to give voting rights to private organizations
like The Planetary Society, or to (if it ever comes to exist) an
Interplanetary Brotherhood Of Space Workers (Astronauts Union in case
that isn't clear).

If we can become engaged with the rest of the world (or at least
significant portions thereof) and establish firm relationships that
tend to be irrevocable (no snit fits allowed), we can set a stage
where large scale fighting would be unthinkable and the energy of the
human race will have some sort of focus. I think this also implies
some sort of promise to the common man/woman/child that there is a
better future for them. (Something like we see in the west, but spread
pretty much everywhere)

I would appreciate some feedback from the list regarding the space
proposal. (I know the proposal I make in this thread, the political
one, is a bit more iffy)
