I agree with Bob, that in the long run something like this is necessary, and desireable. But I don't think it will happen without some precursor activities. Precursor activities may be needed to "bind" nations together and to give us "common cause". This would suggest an incentive to fund the project and an impediment to any one party (such as the US or Russia or a corporate sponsor) from dominating the direction of the project. (Yes, I think it would be a good idea to allow corporations, a limited number of them, to participate. Some corporations are as powerful as some nations, and this would give multiple representation in some quarters, but it would also be an incentive to acquire technical sophistication for some parts of the world where the current technological interest is overly focused weaponry.)
